EQUAL TIME

The transnational cooperation agreement reflects the experiences and the will of the public local administration to offer to its citizen actual propose of territorial development model responsive to their needs on equality opportunities and conciliation of time policies. In particular, the TCA is inserted in a territorial contest where the social-political texture is already active but not sufficiently unified.

The project intends to face a need expressed by the population not covered by the traditional services offered. It proposes an active involvement through innovative methodologies. Inside the partnership we decided to involve organisations of the private as the public sector, in order to diffuse a common way of dealing with time conciliation policies. From a methodological point of view, the first principle adopted is represented by the importance of participation as a successful tool to create, test and diffuse their products and actvities. The present T.C.A. starting from the principle that equality between men and women makes it essential to offset the disadvantage faced by women with regard to conditions for access to and participation in the labour market and the disadvantage faced by men with regard to participating in family life, as expressed in the Resolution of the Council and of the Ministers for Employment and Social Policy, agreed that the balanced participation of women and men on the labour market and in family life is essential to the development of society.

In the present framework, we detect some common object as, to identify innovative training methodologies with the final aim to diffuse laws, regulation and local legislation on time conciliation policies, to define new professional curricular, in order to promote in the public as in the private sector innovative solution of time conciliation, to give value to the monitoring and evaluation system as a way to share and to check the development of the transnational activities, to promote men involvement through project’s activities (as mentioned in the equal opportunities guide line of 2005), to reinforce measures to encourage the development of support services for families, especially the improvement of child-care structures, to devise, launch and to promote information and awareness campaigns to develop more progressive outlooks among both the general public and specific target groups, to encourage businesses, in particular small and medium-sized enterprises, to introduce and develop management practices that take account of their workers' family life.

Marguerite and Tempo project

The collaborative relation between Marguerite and Tempo Project born in the first phase of Initiative Programme Equal, when during Prato: il laboratorio del tempo project, Prato Municipality creates a partnership among Italy, Spain (Hospitalet de Ll’obrega few kilometres away from Barcelona) and France (Time Office of Rennes Municipality).

It is a long time that Rennes Municipality is engaged in Time conciliation policies. In second phase of Equal Programme, it represents one of local partner of Marguerite project which the head of partnership is represented by the Social Economy Chamber of Bretain.

The paper below is the intervention of J. Fagnani of Rennes University at the Transnational meeting held in Prato in 2003. The paper is about the family policies in France.
